Depends on a number of factors, such as is the PR1 site going to grow, is thr PR5 just PR or has it got real authority + of course will it mean human traffic

To my knowledge, Google modified the algo so the onpage content should match related link content for this to rank. Bourbon, May 2005
(named after Bourbon Street in New Orleans, site of the 2005 Webmaster world conference) This was (as far as I know) Google’s first attempt to filter out content scrapers. Quickly building a web site with text stolen other people’s sites (which I always considered theft) was now seen as web spam. Google has done a good job of filtering out sites that steal content but it is still a problem today. The Bourbon Update also started looking at web site families (lots of sites all linking to each other aka link wheels. This update also addressed unnatural link building when otherwise static sites suddenly gained hundreds of links.

As this is true, a proper internal linking structure can sculpt your PR to interior pages, thus increasing indexability. So, yeah, Links is a good summary, but with details, there are different ways links can help, externals links vs. internal links. Just my debate on this. And...

I disagree with this as well. It's been per my experience and research that Google Bombs are falling, according to the Wiki entry, only 10% of Google bombs now work. Furthermore, based upon my recent project:
I built links for a keyword that was not on the page, and the owner would not allow any content changes to the site. I spent 3 months building links with the site being out Google, NA, meaning not within top 10 pages.
The website was "USA Products" based, the keyword "south jersey widget". Low-mid competition, but NO where in rankings. After several days of thought, I decided to modify the description tag to SIMPLY ADD "south jersey widget". Not making any changes the owner would be obvious to, and he actually OK'ed this...
I kid you not, the next crawl of the site, the site was on position 2, page 1 from NA.
Now, sure, this could be just timing, but it's my new theory that Google puts some association between link anchor texts and it's accurance on the page, to prevent Google bombs. Now, I'm sure there are exceptions with massive links, but I still disagree with the answer to this question. Just my 2 cents, not to step on toes.
