Yes, reviews do improve the ranking. Other things that help are:
- citations
- website local SEO
- attaching the website to the Google Places listing
- filling in properly the business information on the Places page

You can also submit your site in business directory sites of your country or region. Local business submission helps to target your local area for advertising your site or business. You have to submit all right information about your business like email id, name, phno, address etc.

I would also recommend building more local links. Not simply the general SEO link building back to your site, but more local links that mention your business name, address, phone number and URL. As with normal SEO you can include them in forms of social media and posts, but it would be beneficial to get these links from other sites such as bloggers, business sites and directories because they act as a sort of review. ;)
A few factors that influence you local listing's rankings
- Geographic distance of the user from your business place
- Geographic distance of your business place from city center
- Citations
Citations / reviews contribute a lot in improving your rankings. since, Google loves to display reliable results to its user.
Every review counted as vote for your business listing, it may be good or bad.

Despite all of the factors people say are important, I have found links from decent quality related websites using the anchor text you desire to rank for out trumps, reviews, etc., etc. I have at least 10 companies I've worked with, all have #1 local rankings because of 3rd party links not even from local businesses either. Most have no reviews etc. too.
To give this forum some more value, consider giving well thought out responses instead of jumbles of sound bites (just my opinion).
