    Robots and Sitemap

Make sure your pages are available and not restricted by Robots.txt

Set up a sitemap and submit it in Google webmaster tools

Try getting some links to your internal pages.

G will crawl your site map with or without incoming links. If you have had the sitemap submitted to G for over a month and nothing has been crawled, then you have other problems.

This may come as a surprise to some, but your deep crawl budget is more or less proportional to your domain PR. This is an established fact, so don't believe people who say PR doesn't matter.

    Other positive indexing factors are:
    1. Deep links.
    2. Correct site architecture. Use a flat structure, eliminate subdirectories, make your top category pages accessible straight from the home page, and make all pages reachable with as few clicks as possible from the home page (1-2 is best, but preferably no more than 4 clicks).
    3. Unique content.
    4. Social media links (Twitter, Facebook, social bookmarking) to internal pages.

P.S. Duplicate content is a major cause of indexation problems. Additionally, make sure you have unique title tags on all your pages.

What about the Sandbox? Some deny that it exists, but things happen sometimes. But work over the site again and start indexing again.

Nope, it doesn't. Tweaking meta tags has zero effect on crawling. Are you doing this because you don't want to pursue the measures suggested above?
