Google Does not showing cache content and SERP preview

I'm facing a big problem regarding Google cache and Google page preview on search result

I have updated the website with new content, new pages, blocking old content, redirecting etc. it has has been done now and been 15 days.

Should I change the Theme?

Your cache is there: click on the Text Only Version link at the top of the cache page and you will see the content. It's not showing up in the the full version due to some sort of bug in Google caching.

and see the first result's preview, It's still showing old design, and it's been 20 days of updating the website

I don't understand your second question: I see normal results in your site: search.

I think Google does not crawling / indexing my website or doing it very slow, it may be because it's hit by "Google Penguin"

It was ranked well before 1 year but i stopped working on the site and now it's not it top 500

Could you please check the site, if it is really hit by Google Penguin?

The cache shows Nov 28th, the site I see in your cache must be an old design when compared to the current look. I would guess it'll all change once it's indexed, give google some time.
