Duplicate content on US and UK site, how to do it?

How are some major websites, such as Salesforce, able to have a US and UK site with duplicate content, and not get penalized? Neither sites are blocked by the robots.txt. I'm not sure how they do it?

duplicate content filters only apply to a single country.

I have seen Cutts say the same but can't find it now

Edited to add: Damn I can't find any other reference to duplicate content filters not being applied country to country. Did I just dream that?

If they have filters they sure don't work very well. I know of numerous sites with two or more URLs with the exact same content and both sites rank very well. Even reported a number of them to Google via their spam reporting tool and nothing ever happens. Sorry didn't mean to hijack the thread but felt a need to vent.

Think about the processing requirements to discover duplicate content on millions of pages across the internet. Minor changes to a site counteract the duplicate content filters of most search engines. If the sites are 100% identical then they will get filtered like using domain aliases but if alt tags images titles or text is slightly different they will not get filtered or they will only get slightly filtered.
