If you have two URLSs that follow different paths but land on the same page is this considered a duplicate page in Google?

Are you talking about doorway pages? Doorway pages are not recommended. And google considers it a spam technique.

Two different URL and same content means Duplicate Content. So google may penalize it..Better to Use 301 redirect in that case..

Doorway pages are dynamic pre-front pages full of attractive content designed for search engines as a decoy. Normally when real visitors land on such a page they are redirected straight away to "proper" site. Next time for similar questions just google it.
