I was want to put my pr0 link on one pr5 site,but the owner say i cant put it until you wil have atleast pr3 beacuse it cold screwd his page rank.Is that true?I mean that is realy strange.I mean how can simply put links on your site can screw your own page rank?

Well yea there is no control who put link to us but we have control to links which we have on site.Thatway owner of site doesnt wanna put my pr0 link beause he say that will corrupt his pr5 rank.

That is BS.
Every normal page with a Pagerank of 0 or more - that links to another page - will ADD to the pagerank of that other page.
If his site structure is any good, his PR of 5 will not be "corrupted" for linking back and if your page is related and - even better - has few links on it, then he might actually benefit a lot.

If they don't wish to link to you it doesn't matter whether they are in error or not.

Tell that site's owner to register at SEOCHAT forum and learn at least the basics of optimization and Page Rank

This is true, if you have a PR5 and you link to PR0, then this will dilute the PR. Out going links to lower PR sites are generally only tolerated if the site has some special importance, or the site has paid for the link.

... what if 4 PR6, 3 PR7, 2 PR8, and 1 PR9 page links just 'link' before you did but the dumb bar hasn't updated and shows a PR0?

so funny people who only link to pr3 or higher +
some dude even told me i had to be pr 6 before he would link to me, but he told me it was ok if i link to him....
you gotta be kidding me he was pr4, im not talking to pr4 people
But on a serious note, I will only place outgoing links if i find the site interesting myself. I hate sites who link to god knows who, you never know where you end up.
