Does Google Monitor Clicks On Search Results?

I have noticed a number of articles/post mentioning Google possibly starting to use users behaviour in determining the importance of sites. Even in the 'official' googlewebmastercentral.blogspot.com talking about site key word stats, Google mention:

The same is true of top search query clicks. If 100 of the Britney-seekers clicked on your site in the search results and all 50 of the Buffy-searchers click on your site in the search results, Britney would show as a top search query above Buffy.

How does Google know what results were clicked on?

In the source of the search page results the main results links appear to be straight hrefs to the destination page. If the user doesn't have a Google toolbar, unless the user clicks on the cached link, it doesn't appear that Google will get any feedback when the user clicks on a result.

    Am I missing something?

    Occasionally

Sometimes Google will deliver a SERP which has tracking urls in it, this is only to a certain percentage of google searchers though.

Usually this isnt really used so much for flat metrics as I understand it, more to do with tweaks to Algo and look and feel stuff

If everyone on a search clicks on the 7th rank, Algo is baaad

(or algo is good if you subscribe to the poluted SERP = Adword profit idea - hahaha)
