Post Do pages have to be Google cached for a link to pass PR?

I've acquired a bunch of links from an SEO guy but after a few months the pages that have my links on have still not been cached by Google. Does this mean they cannot pass any page rank?

I believe the site must be crawlable and reachable by Google in order for it to 'record' or register the links.

If Google doesn't know about the page (its not cached) then how could they possibly pass ranking value?

Being Cached is a good sign that a page has been indexed. So the answer to your question is yes, a page must be indexed (cached) to pass any sort of link juice.

On the other hand, there is a meta tag "pragma-no-cache" or something like that, that tells Google to index the page, but not cache it.

This won't have any effect on the whether or not passing of the PageRank.

Even I totally agree with you but I sometime found the links counted from the page which is not indexed by Google. I have seen them in webmaster tools and still have no clue why. Do you have any idea?

If a page is discluded from the index due to robots.txt or meta robots file Google may still pass value even though the page isn't included in the index.
