I have tried altering the crawl rate settings on Google Webmaster Tools and updating content regularly for a week but, I still don't see any effect since ten days.
Any suggestions to improve crawl rate for an inactive domain would be helpful.

Google crawl rate and frequency of visits are based on your website updation. If your website is inactive or no changes for content so, Google will delay to visit your website. New & Updated website will crawl frequently by Google. Because, Google always check difference of content between two visits.
You can add one global static section on website which will update automatically [Just like Twitter or Blog RSS Feed] & make your website active.
You can also distribute your website occasionally in high crawling website like Social News, Forum or Social Community.
This is my experience & anyone can add more for it.
