If the blogger does not respond to your messages asking you to remove the content:
1. Post this information with the URL of the source on his blog (repeatedly if the blogger keeps removing your comment)
2. Write to his hosting provider with a clear statement and clearly requesting a specific action
3. If this does not help, take the matter to Google:
http://www.google.com/dmca.html
4. If this is hugely important to you, you can also seek legal action. Different countries have different laws concerning Internet copyright. Some information concerning the US can be found here, for example:http://www.piercelaw.edu/thomasfield/ipbasics/copyright-on-the-internet.php

Fathom, for someone who disagrees so strongly, you seem to make zero effort to expose the error of my thinking. I am a professional writer and editor with an editorial education that included some heavy training in copyright, and I know that writing is hard work and stealing content is as bad as any other form of theft and should be punished if the thief won't mend his ways. This is not SEO but simple morality. I have specifically said the measures I propose depend on how much the original poster cares. Google encourages you to report copyright infringements. So why is this "absolutely bad" advice? Please elaborate.
P.S. Don't hesitate to tell what your experience with copyright is and exactly how much you know abut these things.

Point 2 you can try and jump through the hoop to see if it works. If they are a reputable host they should have some form of policy you can jump through, usually it's a pain in the butt to complete and may not work in the end.
If you're in the same country then point 4 will help and probably your best option.

Answering these basic questions (which you seem to ignore the first time):
What country is the original owner from?
What country is the alleged infringer from?
Where are the hosts for each website?
How do you know the original owner is the author of the content that is alleged to being infringed on?
You haven't gotten any advice yet... except from SEO_AM that posted 'hire an attorney'... which is really good advice.
Copyright LAW isn't a big unknown like SEO where everyone with an opinion is helpful.

The problem here is "reputation" - what evidence can you provide to the host that proves their customer is acting legally?
Legally the host cannot (should not) do anything... to avoid cause against them.
If they are a Designated Agent of DMCA they must follow a set of instructions to avoid legal claim against them... but that only protects those that are registered.
