PLEASE can someone offer some good advise here? The competition all have very poorly optimised pages so should not be to difficult.....but I just cant crack this one.

If you can, try to have one page optimized for those two keywords. If you think the content is too similar if you will have two pages, having them combine into one is better because you will avoid duplicate content.
In that case you will have to decide on one URL, then 301 redirect the other URL to your final URL. Before doing this, there are some risk,
1. That doing redirects can affect the current rankings if they have.
2. May take some time for Google to pickup those 301 redirects.
