There is no sandbox. And there is no spoon.

Sandbox is very counter-intuitive to how Google chooses to operate. Imagine for an example, "Microsoft Windows 2006" comes out. By the rules of sandboxing, Microsoft's offical Windows 2006 page would rank far below rumor sites that had predicted its release and mentioned it on their sites months in advance. Google's goal is to provide the most relevent results for a search, sandbox would inhibit that.

Google also tries their best to prevent any one factor from outweighing all the others. Everything is assigned a value and tossed into the algo. Hence why on-page factors are still counted, because G didn't want PR to be the only thing that matters. I do believe however that the 'age' of a site (as in how many times it's been indexed) is a factor, but I doubt it overrrides anything.

Sandbox is just a theory used to explain why some SEOs can't get their sites to tackle keywords they 'know' they should be able to be ranked higher on. As with everything in SEO, there isn't a way to proove or disproove it.
