In terms purely of Google PageRank, 1 PR5 link is MUCH more powerful than 20 PR 0-1. This is because PR is logarithmic, not linear (and the log base is assessed to be 8-10).

That said, PR is merely one ranking factor out of many, and its exact role and impact has lately become more obscure. Your question is unclear in terms of what exactly you are trying to do. If you are buying links, you had better know extremely well what you are doing: lately this has become a common way to land your Google rankings in a lot of trouble.
