    301 redirect web pages

If a website has many web pages with 301 URL redirect and the website link shows old URL, on click visitor is taken to new redirected URL, also the web pages have good PR that is PR 3. So, please suggest which URL should be used for link building, directory submissions. What is Search engine Google approach to this if I submit a new URL and what if I submit the old URL??? Does it effect ranking. Thanks!

301 means the page location has been permanently move to the new URL, so you should use the new URL wherever possible.

You loose some PR (not much) with every hop so it will be wise to change link addresses wherever you can - Firstly with links inside the website and then on articles or blogs you had submitted in the past and still has the login info.

If I submit new URL as it is 301 permanent redirect but do not change link on web pages, what will be the effect of this in comparison to link address change on web pages?

So, it is preferable to use the new URL for submission in case of 301 redirect, but what if links are not updated on the web pages

in that case, first you have to change you internal linking, bare in mind 301 is for external link that you can't change/edit (to new location) all the time. and it'll take up to 2 month to pass whole link juice to new pages. as far as the concern with link building, you should always use new pages. if you use old pages which are being redirected to new pages right now will not pass link juice as direct links pass. so I strongly suggest you use new page for link building.

It is important to change your redirected internal links to new URLS. And, also take care to use new URL only while building backlinks for a site.

You need to make sure that there's 301 redirect to all non-www pages to their comparable www page.
