I don't think it will be classified as a "doorway" page per se.
The answer to your question depends on how different the 20 sites will be. Will they have same layout, but completely different content? Will they all link to the same data?
If they'll only differ slightly, I recommend you keep it all in one site. If the sites differ enough to a Google search only show maybe 1 or 2 of your sites, then I'd say go for it.
But if your goal is only to offer localized content, you'd do better as to making that your primary goal, and have some kind of a search function for users to search within their own area. If you then make sure that Google can reach those areas as well (make sure there is a link to each page about a certain area), you will probably achieve a better effect than having 20 separate sites.
However, you might want to consider unifying them into one site as having 20 sites which look the same and are almost the same won't get you very far anyway.
