Why did google take my 25$ from account

i have earn 25$ before i think 6 months and then i have just stop using this services withou payout

today i have notice that 25$ is missing

i got 0$

is there any rule about this?

Edit:OOOps wrong category sorry...im talking about google adsense not adwords
