Only 2 ads show up for my keyword, but still inactive

Only 2 ads show up for my keyword, but still inactive

Only 2 ads show up when I search for my keyword in google.

Yet, when I try to create my ad with this keyword, it says that increase bid to .30 cents.

If there is no third, I should be allowed to enter at 10 cents or lower.. right?

Why is my keyword shown as active then?

I am only targetting at one country.

Please advice.
