Limitation to keywords?

I want to start an 'adwords' campaign. However i noticed that the real competitive keywords take a lot of money to reach the top and actually those keywords are not even the best for me, since i'd like to get more customers in my area. That's why i want this:

keyword city1
keyword city2
keyword area 1
keyword area 2
keyword 2 city1

etc etc you get the picture.

Does google have a problem with so many keywords / phrases? Or do they charge extra if you use, let's say 100 keywords / phrases?
