It depends on your business and your goals. But, I've always found that aiming for the 3rd position has produced the best results.
In 3rd position I've been able to acheive the best profit. The keyword CPC's are cheaper and the conversion rate is still strong.
Would that rule still apply when you are only starting out? I mean when you're gathering data and trying to increase your CTR? Would position 1 be best to gather data as quickly as possible and once you have your data and you have settled in to your campaign ease back to number 3?

Personally I never aim for position 1. But, yes, when starting out typically you will bid higher in order to get traffic and you may end up in position 1. Then over time you'll scale back to find the sweet spot.
It also depends on the type of marketing you are doing, if it's branding then position 1 may be better. But, if your goal is to hit a target cost per lead, then you need to aim your spend in order to achieve a profit and not to aim for position 1.
