Currently available for invited beta participants only

It's in a private beta right now and is hard to get in from what I understand. I was able to get an invite through my google rep.
So far the tool is pretty helpful. Your able to see all your campaigns with out being online and logged into Google directly. There are a few things that I'd like to see changed/fixed but that's why it's in beta
