Do Google still punish you for low CTR?
A while back they charged you something like £5 to get your account back active if you happened to have a low CTR - do they still have this unethical rule or have they stopped that now?

I don't think they are penalizing publishers for low CTR . But they are warning publishers for poor quality sites and some publishers do not even get warnings their accounts have been banned.
