This happens fairly often.
The reason is that your first page bid estimate is based on all advertisers currently using the keyword. However, the system apparently makes no distinction if the keyword is active or paused.
Note too that some advertisers may pause their ad servings during certain times of the day or certain days of the week. Others may have their budget depleted. These factors will have an influence on when and where your ads are shown.

Thanks Lucid. I thought it was something like that.
I assumed it had something to do with countries. For example, if I'm bidding $0.50 and Adwords is warning me that "Your bid is below the first page estimate of $1.20", that what they mean is that I need to raise my bid to $1.20 to be on the first page all the time.
But if I'm bidding on less competitive countries, like Estonia, and none of my competitors are, then I will still show up in position 1 when my ads are triggered in Estonia. Adwords will then report that my bid is below the first page estimate but my average position is 1.

That is what they mean. It's all based on your QS and your bid which determines your ranking. In other words, Google does a calculation of how much you need to bid, based on your QS, to get on the first page. Of course, it's up to you if you follow that advice or not.
Note that PPC is very dynamic so EFPB are as well. So it can go up or down as variables change.
The system does not seem to take into account where your ads appear, which is kind of strange but I guess it saves computer cycles to do more complex calculations. As you pointed out, if your ads appear in a country with no competitor, you may be in top positions and still have the message.
