Picking up those spots can take a few different techniques. The main think to keep in mind is the calculation google uses to determine the placement order. The calculation has adjusted over the past year but the basic is still fairly valid for people just getting in, which is cpc x ctr = ranking score. Over the past year the ctr has been replaced with "quality score" which keeps the ctr as a factor but also factors in the destination page for the ads and a few other factors into the calculation.
With that basic knowledge you can see that just increasing the CPC can move your ad up and down the placements. That can be pretty costly as most people have found out. The better way to work the calculation is to try and effect the quality score. To do that you really have to target your keywords and ads to the right keywords and the right destination pages. It takes a little more time to get the rankings desired, but over time you'll see a better placement at a lower CPC.
My suggestion would be to break your keywords into similar groups and separate then with different ad groups or even campaigns depending on targeting needs. Once you've done that you can target the ads to that group of words making it more appealing to the person searching. Plus you can now target the destination of those ads to specific pages instead of a general home or landing page.
