Ads - Is this allowed

I have been watching a site for some time that seems to skirt around Google's TOU. On every page almost they have this text: Support our featured affiliate to keep our site free Usually there is text above the Google ad that tells you to click on the ad to visit their sponsor. The text link goes with the ad above but the Google Ad is right below it. I contacted Google about this but they have let it stay but will not say this is alright to do. Would you do this or do you think as I do that this could cause you to lose your account?
This week this showed up on the message board.
Wondering about Mimi's Chicken "Siggy"?
Wonder why Mimi uses a chicken in her signature? She got a good reason!
CLUCK here to find out:
http://www.geocities.com/fire_godess_e35/mimi
Why does Mimi sign her posts with a chicken?

Mimi and JB do a great service bringing us the Recipe Circus, the recipe exchange, the kitchen table and all of the other forums, but it is at some expense to them.

Please help support Mimi's by clicking on the banner ads at the top of the page and letting the page fully load.

Now, what does all this have to do with a chicken, you might ask? Well, The Rules prohibit Mimi and JB from asking you to click. Mimi signs many of her posts with a chicken, and often a gentle CLUCK,
to remind us to CLICK.

So, CLUCK CLUCK CLUCK (and remember we can't talk about "CLICKING" at Mimi's but we can sure cluck! That shouldn't be hard for a bunch of old hens and roosters like us!)
</SPAN>

If you look thru this message board you will see that chicken in almost every post Mimi makes!

Hi and welcome to SEOChat.

I am not sure how to understand your post.
It is against the Adsense TOS to do anything to encourage visitors to click ads.

Thanks for the welcome sorvoja! I've been quitely lurking for awhile now.

I am just trying to figure out how this woman gets away with doing the things she does if Google enforces it's TOU. This chicken thing this week is just too much and then to have the links on the board that explain why the chicken is in her posts! I know if I were to do something like this I would loose my account immediately, I would think. Either that or maybe Google is more desperate for publishers than we think.

FYI FWIW: I saw a site doing something similar to that, sent a note to Google about it, and a few days later, they removed the inducement to click ... so I assume it worked and Google asked 'em to remove it - I never heard back from the Big "G"
