There no real avg best position. The best position is the first. Do you mean how can I achieve first ad position for the smallest bid possible?

My point is if anyone has experienced the best position for the ads. As I have seen now the 4 ads are showing at the top and 3 at the bottom. My question is which is the better position The top number 1 position, number 2, number 3 or number 4 or any of the 3 at the bottom, from marketing point of view.

Define Marketing, do you mean visibility without spending money to create brand awareness (kind of) or to convert queries into customers, both are part of "marketing" but the strategy, its cost and its return on investment will be very different.

Then you should aim for the first spots on the top, it's ni these positions that I had the biggest CTR. Segment your campaign by goal and subject in order to have readable data, then create a group of ads for each service goal and create specific landing pages in order to be able to execute A/B testing easily. Use the correct negative keywords, geotargeting, etc. You should also try to increase your Adwords Quality score : How to increase your Adwords quality score I wrote this a couple of months ago, it's not exhaustive but gives a rough idea).

Best average position is the one that achieves balance between cost and revenue. You might get best CTR or most clicks from position 1 but also pay the most per click, making your return on ad spend less than it could be for a lower spot. Need to experiment but probably in the top section.
