It kinda depends on the subject of the forum. There are many ways to promote a forum but it depends on the subject of your content. I own a large local forum and manage a national forum as well, i have to market each very different from the other.

A good forum or message board...

will, for the most part, promote itself via postings.

Make posts to the forum that contain certain keywords within queries that people will make from google.

Offer anyone that posts something of quality $10 buck.

You'll be very popular.

Thumbs up

There are many ways for you to kick start your forum.

some of them are

you can advertise your forum on google adwords using the related keywords.

You can hire some people to post on your forum, good quality forum posting.

You can offer something for free, for example if you have web hosting forum, you can offer free web hosting, and who ever accepts your offer have to post a certain amount of posts per month ( 20-30 posts) in return for the free web hosting offer

another way is to add your forum into to directories, get some paid listings if you have a good budget.

And last but not least, carry out a major SEO campaign, which will surely give much much better results

Good luck mate

first things first : new people won't post on an empty forum - so the usual way to get a forum started is for a group of mates to use it as a talking ground. People then will see some activity.
