Can Iranians use card processing services?

Dear guys

I'm an Iranian citizen. It's a long time that I have some Ideas for starting a small online business but I cna not start it because most of card processing companies refuse to keep accounts from Iranians.

I had found some european based companies which accept Iranians but most of them requiring merchant accounts in UK banks which costs alot to me.

Can any person Introduce me to some realyable non US based card processing companies which accept iraninans with low costs?

I must add that I can open a bank account abroad, but my residance is inside of Iran
