We use Dreamweaver and then copy paste HTML code in email. Make sure to point all your images directly to files on a web server as you dont want to include images as an attachment in your emails, but have them load remotly. For good mailing software, I would recommend GroupMail. It is PC based.

Junoman definitely pointed a good way. However, if you want something specialised for newsletters, I would suggest Constant Contact. It is very professional and easy to use. They are also offering some free trial to test the system that suffice your needs if you do not have a very big list.

You can only use constant contact if you can provide proof your list was acquired ethically.

The same for http://www.aweber.com.

I would suggest http://www.activecampaign.com. You can install this software on your server and your own newsletter without paying anyone. It supports most of the features you need to manage newsletter: subscribe, unsubscribe, bounced e-mails, tracking open rates etc.

I used my own software and was quickly banned by hotmail. I think it only works for small scale lists. They were not Viagra or sex emails either.
