What is the difference between Ping and submit?

What is the difference between Ping and submit?

Should I put those 50 place to submit my blog to on in my wordpress blog or manually go to technorati and other places and Ping myself. The reason I ask is because I don't want to get penalized for submitting too many blogs at ones. I have a few that needs submitted but I dont want to be viewed as spam.
