Should i/how to sponsor blogs?

I have been getting google alerts for my competitors links and increasingly they are all sponsoring blogs. These are mostly just simple text links of keywords.

I am presuming this is what I want to be doing in my seo campaign. So how do you go about sponsoring blogs? Is it just a case of emailing the blog owner and asking to sponsor them? If so, how much should I expect to pay?

I don't want to send a typical newbie email to hundreds of blogs and get no replies due to asking the wrong way!
