How will a blog benefit my sites seo?

I just want to find out. We are starting a blog to promote our bingo sites and I was wondering if this will benefit our rankings?

Set up blog in your website then you will get link juice from website.This is how it should be: www.yourwebsite.com/blog

Rss feeds is necessary and also insert bookmark buttons.

Submit to blog directory.

do some link building.

Blog is very useful its because google always look for fresh content and unique content.

I want to use the wordpress blog system but we can't run that together with our windows/asp server. Do you know of any opensource/free blog systems that should work on such a server. We have difficulty installing php to run the wordpress system.
