Could anyone tell me what the meaning of the binocular icon is within the serps??

Not sure about this, but Google uses a binocular icon as a search link in some of its software, i.e., click on the icon and it initiates a search funcion.

I dont think that the binocular Icon is used much anymore. I have not seen it in quite sometime.

Maybe you're referring to the Ask Jeeves icon. It really isn't that popular nowadays.
