I wonder with the help of tag manager we can track any website performance in google analytics, even though we are not the owner of it.

Google Tag Manager allows anyone with the proper permissions and access to make changes to a site's tags. It's not some kind of hacker tool that you can just point at random sites and learn all about their traffic with...if that's what you're getting at.

To achieve such thing I guess you should need to inject your own Google Manager Tag onto the website, therefore if you're not the website owner the only way of doing such thing is to hack into the website server by exploiting a vulnerability in the system.
If you are able to hack into the system you could just insert you own Google analytics (but it would only work with the universal analytics tracking)-> https://support.google.com/analytics.../1032400?hl=en), I guess using tag manager would only help hide the code in your particular case.
In other words, if you don't own a website, you can't legally track its traffic data.
