Can I make GA GDPR compliant without having to ask for consent?

Is it possible to make Google Analytics GDPR compliant without having to ask for consent before loading the GA script?

I see that I can disable UserID tracking, Author tracking and anonymize the IP. Will this be enough?

In the link below, they state that even if you disable those things, GA still tracks client ID, and that ClientID is also considered personal information. is this correct? if it is, is there a way to disable this as well?

The article below from the wordpress plugin, Monster Insights, seem to claim that their plugin witch would replace google tag manager, can make you GDPR compliant without having to ask for consent if you follow the example number 1 in the article. Does anyone have any experience with this addon, and have any thoughts about wether or not that is correct?

I really want to be fully compliant, I belive this is a good law that is long overdue. But I am loosing sleep trying to figure out exactly what I need to do to become compliant
