Using the meta redirect will improve your Alexa rankings, but at the disadvantage of your search engine organic rankings - which are far more important - for the same reason that you would use a 301 redirect over a 302 or meta redirect.
Using this technique, to paraphrase a well know expression, you'd be paying Paul by robbing Peter, Peter's brothers, sisters and cousins! An alternative technique that avoids the disadvantages of meta redirects would be to use prefetching: developer.mozilla.org/en/docs/Link_prefetching_FAQ |

There's far more efficient ways of doing this if it's something you feel needs to happen.
You can use tools that are custom designed to do exactly this. As for a meta refresh, don't waste your time. You'll only annoy users. Instead, if you must use markup, why not drop 100 or so requests in a style sheet or the like. That way its transaparent enough that it wont even be noticed by end users (though remember to ensure it's not cached by setting the relevant response header field). I suspect a tool would be easier though, I mean no matter what you do to visitors sessions, they still have to have the Alexa toolbar anyway.
