Can anybody tell me, how the backlink-counter on the alexa-site is working? Is there a fix update-period?
The Counter of my site is stucking at 20 Backlinks since weeks

It's because you don't have a paid account. They do that to urge you to subscribe to their service. Read very carefully on what a paid member gets.
Don't subscribe. It's a waste of time. You can get better service from the list below...

I'm totally agree..
Google Webmasters Tools will show all your backlinks whether it's dofollow or nofollow, but only their domains. I used ahrefs to check my dofollow backlinks.

Alexa picks up relative data according from websites we can not recognize it as real traffic.

Who really cares about Alexa backlinks number, actually be happy that your competitors don't see this stats!

Have you checked with Google webmaster, may be your website new links are will not updated with Google crawling. if its shows with crawled with webmaster it will take time to index in Google server. here why am saying about Google webmaster, Google has a partnership with alexa. So why they can't created the algorithm based on google webmaster activities?
