Well to some degree it could depend on what type of affiliate program.

You could join an affiliate network, again my recommendation for the best one would depend on the type of program.

You could hire an outsourced affiliate program manager, which can be pretty expensive.

Some affiliate forums allow new program announcements you just need to read the rules for each one.

You can get listed in affiliate directories.

Go on join in free ads and pay ads and classified ads and post your affliate site.And also join in social groups and send personal messages.

The affiliate programms use a couple of technics. These are cost per action (CPA) and the remaining programs use other methods such as cost per click (CPC) or cost per mille (CPM)...

By me, the best way is CPA, because of more revenue and less spends.
