Markets with an absense of merchant affiliate programs

I've found an interesting market for a service/product thats searched, what I think to be, quite often (two product descriptions each about 2500 searches at Wordtracker), and is fairly costly (around $300-$10,000). The problem is that i've only found one merchant (maybe two) who offer an affiliate program.

I'm curious what this scenerio might imply. It's certainly a bad thing that i'm left with little choice, but might it also be good in sense of low competition?
