List of Affiliate networks with no setup fees?
I would be interested to hear from everybody and compile a list of affiliate and ad networks that have CPA programs (per lead, per sale) and
- do not charge setup fees
- do not have monthly minimum for merchants
Since our clients are usually small guys, many of networks we work with (CL, PepperJam etc) are simply not suitable for them taking into consideration 3000+ non-refundable fees.
Could you please list any networks you might know and also share your experience with them?

As far as I've seen you're not going to find anyone without fee's.

a few that come to mind are...
hydra
azoogle
copeac
there are many, many others - neverblueads another - but i've had positive results with the above three.
there's also no minimum per month or fee. you do have to be accepted into the network to use their services.

I think he's talkin about running his own campaign as a merchant..so all those guys are going to charge anywhere from 3-10k to get rolling.

For a CPA network, a fee is corporate overkill, since you are paying for the performance of your campaigns.
adsmarketdotcom charges no start up fees for merchants. What is your advertising vertical? You might want to pursue a few options and check out if they even offer your kind of audience.

Vertical is marketing consulting (variation of services).
It seems majority of networks have B2C focus and not many B2B affiliates. 
or they charge $5K or so in setup fees (like CJ).

Search more on google about affiliate marketing and you would come to know it's a huge industry..
As far as the OP is concerned...the top notch CPA companies would definetly charge you a setup fee for promoting your programs but you can also find some private networks or third parties who can list your programs for free or a monthly fee..

In simple terms an affiliate marketing is a marketing practice where you will be rewarded( commission) for promoting merchant's products or services.You don't get paid for just promoting the product or services. in fact, you will get paid only then when visitor on your site perform some activities( purchase, sign-up). Different promotional methods are used to drive traffic to your site in order to make visitors to perform those activities.
