I appreciate your suggestion to use Alexa. Previously yahoo site explorer was a great place to get competitors backlinks easily. But now it has been shut down.

Yes Yahoo siteexplorer is merged into bing... hope in the future Bing will provide the same facility. well you can use the opensitexplorere to know the backlinks of your competitors, the best thing about this tool is you can see the result for 5 sites at the same time.

I use SEO Spy glass and SEOmoz software (paid) to analyze links and then I contact those webmasters for links. If terms are mutually agreeable we do three way link exchange. To get high PR links you can also get links from blogrolls through link exchange. Other methods to get high PR links are blog commenting on blogs with PR.
