Does anyone know?
I am looking for software that you submit a big url and it creates a shorter. Open source and paid or free. Can anyone suggest me the best program available for the purpose?

Best I can do there I'm afraid as I haven't used any. The basic principal is very simple (insert url into database and reference it via the row id number or custom field in the url), so unless you're looking for any special features they should all be much of a muchness.

If you mean you want to sort of 'repackage' a long URL (for sending to friends perhaps) then yeah tinyurl is what you need.
But if you mean you own a site with a lengthy URL and you want to mask it with a shorter, and possibly more descriptive one then maybe something like www.dot.tk is what you need.
