In general, the way to boost CTR as as follows:

1. Test

move ads around

2. test some more

change ad sizes
change colors
change number of ads
make sure ads are relevant to the content

3. (test)

Other than that, I don't understand your actual question above

On a blog, new ads attract attention.... but after a while people become blind to them.

Agree with EGOL

from my experience, most people tend to get used to the adds, after a while in the site.

I use a Wordpress plugin on my site to vary the position of the ads on my pages, I have noticed that since I installed this plugin my click-thorughs have risen quite a bit.

You really have to think a little... On the sites you visit often... how often do you even read the ads?... Have you ever clicked on an ad in the blogs and forums your frequent? I have read few of the ads on sites I frequent all the time and clicked on none. Am I the exception?

No I don't think you are an exception. I hardly ever click on ads unless they really grab my attention. I must say I don't really click on text ads but I have been known to click through a few nice banners when they interest me.
