Does anybody know of any 2-tiered pay per lead programs?

When ever I have searched for 2-tiered pay per lead programs, I can only seem to find one tiered programs and not two tiered programs.

If you know of any could you please list them.

what do you mean by "pay per lead" ?
what industry?

I believe all listed here Swedish TGP are 2 or 3 tiered (Caution Adult)

It could be for any industry apart from Adult.

When I say pay per lead, I mean programs that pay you for referring people where you will get paid for your referral signing up to free stuff. For example, If I referred someone to an email site and they signed up for a FREE account, then I would get paid.

I would like them sort of programs that I mentioned above, but I would like them to be 2-tiered so that I can earn from my referrals earnings.

I would been interested in 2 tier pay per action and 2 tier pay per lead affiliate programs list. But then I guess pay per action and pay per lead are both similar things.
