A second tier affiliate program is where affiliates can sign-up additional affiliates below them. When the sub-affiliates (otherwise known as second tier affiliates) earn a commission, the affiliate above receives a commission as well.

anyone have any luck with affiliates under them?
Ihve had a handful of affiliates sign up under me for one of the programs im working with (and doing very well) yet over half of my 2nd tier hasnt registered a single click ...
Im guessing about 80-90% of these wont do anything, but I guess im looking for that home-run hitter

I have a lot of experience working with affiliate programs, for myself and some of my clients. The key with affiliate programs is that you need to have many many many many affiliates to generate some steady traffic flow and you will be hard pressed to find 1 affiliate that will work as hard as you will at generating traffic for your affiliate programs.
One recommendation that I can make though is to encourage your affiliates to at least put a text or banner ad link on their website or on their email footers. What I have found is that many of the affiliates that sign up, hardly ever even begin advertising for the programs they sign up for.
I think so far, we have seen that 1 out of 15 generates some decent traffic, but I guess that is a relative expectation.

Not sure which one you are on about, but there are 2 similar things that are 2 totally different meanings.
For example, a 2 tier affiliate program is a program that will pay you a commission for your direct sales to them through an affiliate link and then you can also refer new affiliates to that program and earn a percentage of their earnings which will actually be taken out of the affiliate program owners earnings and not the 2nd tier affiliates earnings itself.
Then you have the other meaning where some affiliate programs mention something like "we pay affiliates on 2 tiers" We pay you 30% commissions per sale if you earn $0 - $10,000 per month with us and if you earn $10,000+, you will be put on the 2nd tier and earn 40% commissions for the month.
I would have thought you meant the first meaning though.
